环球热议:China's position paper conducive to peace and development in Afghanistan, experts say

BEIJING,April15(Xinhua)--BeinginlinewiththeinterestsoftheAfghanpeopleandtheexpectationsoftheinternationalcommunity,China"spositionpaperontheAfghanissuewillhelpAfghanistanachievepeaceanddevelopmentatanearlydate,aswellasplayapositiveandconstructiveroleinmaintainingregionalprosperityandstability,saidexperts.

InthepositionpaperreleasedonWednesday,ChinaexpressedsupportforprudentgovernanceandreconstructionofAfghanistananditscounter-terrorismefforts.ItalsourgedtheUnitedStatestoliveuptoitscommitmentstoandresponsibilitiesforAfghanistanandcalledforinternationalandregionalcoordinationontheAfghanissue.

AfghanTalibanappreciatesandwelcomesChina"sreleaseofthepositionpaperonAfghanistan,andrespectsChina"ssovereigntyandterritorialintegrity,saidMawlawiAmirKhanMuttaqi,actingforeignministeroftheAfghaninterimgovernment,whothankedChinaforitslong-termpoliticalsupporttoAfghanistan.

AfghanistanunderstandsChina"ssecurityconcerns,willneverallowanyforcestousetheAfghanterritorytoharmChina"snationalinterests,andwillsparenoeffortstoprotectthesafetyofChineseinstitutionsandcitizensinAfghanistan,MuttaqisaidonThursdayduringameetingwithChineseStateCouncilorandForeignMinisterQinGanginSamarkand,Uzbekistan.

HealsoexpressedthehopetoactivelyparticipateintheBeltandRoadInitiativeandtostrengthenbilateraleconomicandtradecooperation.

ThepaperprovidesacomprehensiveexplanationofChina"spolicyontheAfghanissueandwillplayapositiveroleinachievingpeaceandstabilityforAfghanistananditsneighboringcountries,saidNajibullahJami,aprofessorandpoliticalanalystattheKabulUniversity.

Inthepositionpaper,ChinawelcomesAfghanistan"sparticipationinBeltandRoadcooperationandsupportsAfghanistan"sintegrationintoregionaleconomiccooperationandconnectivitythatwilltransformAfghanistanfroma"land-lockedcountry"intoa"land-linkedcountry,"Jamisaid.

"ThepositionpaperhasdrawnablueprintforthefuturedevelopmentofAfghanistan,"hesaid."ItisnotonlyanewbeginningforAfghanistan...butalsoanewopportunityforthefurtherdevelopmentofbilateralrelations."

ZahirBehzad,aneconomicsresearcherfromtheTechnicalVocationalEducationandTrainingAuthorityofAfghanistan,saidthatChinawillplayavitalroleinhelpingAfghanistantoachievepeacefulreconstructionandstabledevelopment.

"Afghanistan,locatedintheheartofEurasia,wasonceanimportantstopalongtheSilkRoad,andweexpectthatChina"sinitiativecanhelpAfghanistanbecomealandofprosperityagain,"Behzadsaid.

ThereisnodoubtthattheUnitedStatesbearsprimaryresponsibilityfortoday"ssituationinAfghanistan.ItshouldplayamoreactiveroleinareassuchashumanitarianaidtoAfghanistanandpost-warreconstructionthere,saidOlegTimofeyev,anassociateprofessoratthePeoples"FriendshipUniversityofRussia.

"SoChinaletsAfghanpeopledecideaboutthatgovernancesystemandsupportthemwitheconomicanddevelopmentopportunities.IthinkitwillbringsustainablepeacetoAfghanistan,whichwillbebeneficialforthatregionandtheworld,"hesaid.

ChairmanoftheAssociationofPoliticalScientistsofTajikistanSaifulloSafarovconsidersChinaasaguarantorofsecurityandstabilityintheregionwhichhasbeenprovedbythepositionpaper,bringinghopetoallwhoareconcernedaboutthefutureofAfghanistanandtheCentralAsianregion.

"Thispaper,oneofthemostconstructivedocumentsonaglobalscale,canplayacrucialroleinestablishingorderandstabilityinAfghanistanandinmaintainingpeaceintheregion.WelookforwardtorelevantpartiesrespondingtoChina"sconstructiveproposal,"hesaid.
